We're talking about a population of health care workers, so one likely hypothesis is that the workers who are getting boosted more often are the ones who face a high danger of daily exposure (i.e. ER workers, respiratory therapists, etc.), and so they're getting COVID more often despite routinely getting their vaccination updated.
