Special needs students should be protected.[/quote] The average IQ of black people in the United States is ~85; setting a threshold of 79 would mean that about 40% of African American kids in the US would be classified as special needs. So, a score of 79 would be only slightly below average.[/quote] There is a difference between SN and requiring remedial education. This kid may or may not have been SN, but he was certainly in need of remedial education and based on testimony from his own teacher, his academic goal was only to pass the class which required his full commitment. At that academic level he should have been in a different learning environment that could meet him where he is and better cater to his academic needs.[/quote]
