Duncan and Bergman, both progressives, wanted Elissa's endorsement. If you read the reports from the time and Silverman's OCF testimony, both had approached her about an endorsement. Who didn't approach her? Frumin. He was the hands on favorite to when because he has deep ties in the Ward, was the money leader all and ward-based contributions throughout the primary and did very well in a 9 person race. What Silverman looked at was the polling that said neither Duncan nor Bergman were viable, and she likely told them both she wasn't going to endorse them. So without Silverman's endorsement, both dropped out. Everyone knows Goulet was the DFER/Post candidate, so if you were not aligned with that worldview, then supporting Frumin was the obvious choice.
