OP here Mexican cleaners are nice too.  I just don't interact with them as much as I do with neighbors.

Why is it easy to believe that the teenaged cleaner is willing to "risk it" IN FRONT OF her mom, and at work, but hard to believe that a known drug user would use drugs at an ill-advised time?

Just because you seem entirely too simple to understand what was going on here: no one was smoking weed that morning.  Your neighbor's daughter saw these people who do not live in the neighborhood and are easy to scapegoat, and told her mom that they smelled OVERWHELMINGLY of pot smoke, so much so that it was everywhere in the neighborhood and even in her own garage (!!!!) that they never walked into (!!!) because she knew her dumb racist mom and dumb racist neighbor would take the bait and she'd have a ready-made excuse for the next time it smells like pot.
