Again this--if the contract includes a "no cancellation or no refund upon cancellation" policy, then that is the contract and I would interpret that the owner is not in breach of it. If OP booked with that knowledge at the time of booking, then, I'm not sure what wiggle room they have, short of Acts of God, etc as others have pointed out.

Give me a break! OP literally cannot go to this house. There is no way to get there. That whole area of Florida is decimated. There is zero way to fulfill that contract - and OP should not bear the loss, obviously! "No cancellations" doesn't mean "if a storm makes my house literally inaccessible during the time you are supposed to be here, tough titties." It means if OP's kid gets sick that week and she wants to cancel, she can't. This is an act of Gd. There is literally nothing OP could do to use the house she intended to rent. The owner has insurance and will be made whole. Perhaps even has business interruption insurance. They can't just squeeze OP for a couple thousand dollars over a no cancellation clause.

VRBO should clearly allow OP to cancel, regardless of this house's particular cancellation policy.[/quote]
