Except it does. From USNWR ranking definitions:

"The 604 total Regional Universities (239 public, 350 private and 15 for-profit) are [b]ranked within four geographic areas: North, South, Midwest and West[/b]."

Which region a regional university is ranked in depends on where they are located.  But whether a school is regional or national seems to hinge on whether they offer certain advanced degrees, and not whether their appeal is actually regional.

The regional name is a misnomer.  Also, as someone whose kid is looking at schools on several regional lists, as well as schools on the national list it’s confusing.  [/quote]
