If he had been a very well dressed and monied White man, I doubt you and your husband would not have made an issue of it. Something tells me he was NOT.
OP here He was white, wearing shorts and T shirt with orange lettering on the back saying something about "Florida spring Training" on the back and a baseball cap with some kind of cartoon looking bird on it. He appeared to be in his mid-late 40's, was overweight and clean cut (no beard or mustache, short hair). I have only skimmed through a few of the responses, but to comment on a few things I've seen brought up --A few people said I should be out enjoying my vacation instead of posting about this on DCUM. When I posted this yesterday morning, I was in our hotel room, waiting for my husband to finish getting dressed. We were leaving for home as soon as everyone was dressed/packed up. We are home now. --I didn't really set out expecting much of a confrontation, to be honest. I actually expected it was more a situation where he had been changing the diaper, put it down while he finished attending to the child, then forgot he left it there. I was actually expecting that after i asked him if the diaper was his, his response would be something more like "Oh! I forgot! Thanks! I'll throw it out". I assumed he was a reasonable person, before assuming he was a disgusting pig. My first assumption was wrong. I was never "all in his face" I remained seated the whole time until I walked over to the employee. --Someone asked why I didn't offer him a bag. I didn't have one. My children are no longer in diapers.
