I usually only see it in sparse residential neighborhoods so there's not much enforcement there. The left lane _is_ a passing lane in MD (in fact, this is a question on the MD driver's exam.. I remember because it's the only question I got wrong), however MD does not have a law to make this a citable offense (VA added one a couple years ago). In MD, you can still be charged, but the charge is impeding traffic.[/quote]
