Some parts of PA are “culturally” coastal, but it does not, in fact, touch the Atlantic coast.[/quote] Since you want to be technical about it, The Delaware River estuary reaches up into Pennsylvania. An estuary is an arm of the sea, so Pennsylvania meets the technical definition of being a state which does in fact touch the Atlantic Coast.[/quote]
