[/quote] It’s framed up in terms of “factions” (so the concept is broader than just different states, and includes diverging interests across any number of issues), but the framers most certainly envisioned that urban / high population states (one type of faction) would need to cooperate with rural / low population states (another type of faction). Otherwise, they have the power to say “no” to whatever an urban / high population center is trying to force them to adopt. Sorry if that bothers you.[/quote]
