Top law firms in the DMV routinely hire -- and in fact, prefer to hire -- recent college graduates without "certificates" of any kind as paralegals. Covington, by the way, is one of the best known and has long been the largest law firm in the city (I feel compelled to point this out only because, given your response, you probably don't know the DC legal market very well).
