I disagree.  In the case of a complex family arrangement, I think it's in the best interest of the child for the state to do everything it can to foster and nurture positive family relationships.  Public schools are an extension of the state, and therefore half-siblings should be entitled to the same privileges as full sibs.[/quote]

No way. The test should be whether the children live in the same household.  Otherwise, there's too much room for residency fraud, which is rampant in DCPS.  Remember the Post column a few months ago, where a teacher recounted the classroom question during a lesson on DC history?:  "What ward is Landover in"?![/quote]
