MCPS frankly has a dysfunctional relationship with the police and MCPS doesn’t seem to train their employees for what to do for serious violent incidents in schools despite these incidents are becoming more common. Montgomery County also seems to have an extreme shortage of police, EMT, and 911 operators that response times are unacceptable.

This was rape of a minor.  Focus on the child. Call the police, call for an ambulance, and call the child’s parents. Hospital ER staff are equipped with the protocols of how to collect evidence off of the victim and help the victim to receive mental health support for the trauma. Get the victim medical help ASAP and SVID can meet the victim at the hospital. The the ambulance is slow to arrive, I ditto the PP that voiced let parents drive the student to an ER.

Second, secure the crime scene till the police arrives by having a school security guard sit outside the bathroom and keep students from entering.

All school administrators should practice drills for emergencies such as this. They should know what to do but incidents after incidents catches MCPS staff unprepared.

Beyond the rape itself, the disgusting part of this event is the lack of care for the victim. The Community Engagement Officer wanted to wait till the next day to investigate a rape case. The police needs to answer why rape of a minor doesn’t elicit a quicker response an immediate referral to SVID.[/quote]
