If you don't hold the line at petty crime (turnstile jumping, smoking blunts and blowing smoke in babies' faces) maybe you are missing the chance to intervene before things escalate? I don't mean go all ape*t, but maybe we have gotten too petty crime friendly. Also, what rehabilitation do we actually offer under the youth rehabilitation act? Or is that just a pretty name for, "we won't keep you long"?[/quote]
