Berkeley is surrounded by crappy area. Kids there are cutthroat, esp in engineering and pre-med. Not a happy place. UCLA maybe a little less academic prestige, but everyone is so happy and having so much fun that no one cares.
I don't know what you mean re: the area around Berkeley. Berkeley is weird, sure, but definitely not surrounded by crappy area.
There are bad parts of Berkeley, but the area right around campus is generally pretty good and the north side is quite nice.
For liberal arts, I'd choose Cal. STEM is more of a toss up, but that isn't you. UCLA is definitely more stereotypical Californian vibe. Comparing the area right around UCLA to Cal, you are comparing Westwood to Berkeley.... yeah Westwood is nicer/fancier for sure, and some parts of Berkeley are more sketchy. The "bad" parts of Berkeley are pretty localized, and students can find a good place to live to attend either school. Berkeley has more trees/nature and is less superficial, but LA has more sunshine and palm trees and glitz. In short, both would be pretty fantastic, assuming you don't have a better offer for a private school for similar price. The schools are both good, but struggle with normal (for Cali?) state school funding issues.
