No, Youngkin says it's the parents' choice, regardless of what the individual school districts or schools say.

From his Executive Order:

No parent electing that a mask mandate should not apply to his or her child shall be
required to provide a reason or make any certification concerning their child’s health

not be required to wear a mask under any policy implemented by a teacher, school,

+1.  Governor Trump is trying to strip localities’ ability to make their own decisions on this based on local conditions, and instead put all control in Richmond’s hands.  Classic Republican big government.[/quote]

That’s not blaming the city of Richmond, it’s a reference to the state capital where the governors office is located.  Just like how people will use “Washington DC” to refer to the federal government. [/quote]
