APS just gave Youngkin the middle finger. [twitter]https://twitter.com/apsvirginia/status/1482481768229969922?s=21[/twitter]
That’s their choice. Do you see how this works?
No, Youngkin says it's the parents' choice, regardless of what the individual school districts or schools say. From his Executive Order:
The parents of any child enrolled in a elementary or secondary school or a school based early childcare and educational program may elect for their children not to be subject to any mask mandate in effect at the child’s school or educational program. No parent electing that a mask mandate should not apply to his or her child shall be required to provide a reason or make any certification concerning their child’s health or education. A child whose parent has elected that he or she is not subject to a mask mandate should not be required to wear a mask under any policy implemented by a teacher, school, school district, the Department of Education, or any other state authority.

+1. Governor Trump is trying to strip localities’ ability to make their own decisions on this based on local conditions, and instead put all control in Richmond’s hands. Classic Republican big government.
Don’t blame it on Richmond, please. We don’t want him.
That’s not blaming the city of Richmond, it’s a reference to the state capital where the governors office is located. Just like how people will use “Washington DC” to refer to the federal government.
