Sure, if the story happened exactly as the woman says, then he should be punished.

OMG what if he had shot and killed the woman?  Or if she had a kid that he killed because the kid screamed at him? Would you say," hey there are two sides to every story?"  I think because it is a dog you people who always write "it is only a dog get rid of it" are speaking up.
 
Stop defending this guy!  He murdered somone's pet!  Come on he was not in any danger!!!

But it's very likely to be a filtered, one-sided story, and the actuality is probably way different.
