You have to remember that 200 years ago the state constitution took away power over the budget from the legislature. It’s hasn’t improved much since. Spiro Agnew was once Baltimore. Nancy Pelosi’s dad and brother ruled Baltimore for 50 years or whatever it was, finally giving up and quitting when they reached their goal of turning the city to sh*t. The assembly created one of the most ridiculous gerrymanders of a Congressional district in the whole country for the sole purpose of giving a dead Senators failson a Congressional seat that he couldn’t fail to win. Montgomery County has been no different. We’ve just traditionally had more money and that may situation may not last long.
