Bring on charters, vouchers, magnets, smaller more specialized HSs, etc. [/quote] This is not necessarily true- in DC the charters tended to be more free-wheeling than DCPS in terms of not opening. Obviously would depend on how a charter system was administered in VA but there was not option to just switch schools mid year for the most part- hard to vote with your feet if there isn't space for you at another school.
