We can!  But the current system (say, upcoming wave of evictions) is going to put many more people on the street.  Also, the current programs are really difficult to get some of these people into.  Bureaucracy, lack of ID, lack of trust, mentally health issues... It's not as simple as saying "there's a program".[/quote.
