Considered seems to be the entire grade population -- see [url=https://www.montgomeryschoolsmd.org/departments/planning/cipmaster.aspx]Appendix A of the CIP here[/url], where Asians make up ~14% of the school population.  I don't think there's a way to see how many kids were then placed in the lottery.  [/quote]
