Why are the restaurant owners not to blame for being cheap?  If you are hiring people at a server wage of $2.13 per hour, you need to be giving those people the opportunity to be practicing the job that they were hired for, which generally received 15-20% in tips.  If you are hiring people to sling out takeout orders, pay them a wage appropriate for that (which is not $2.13 an hour). If they want to add a "packaging fee" to my order, fine.  But putting together a takeout order is not the same as providing table service.[/quote]

+1.  It's not my job to figure out how much to pay a restaurant worker per hour, that's on the business owner.  Bake it into the price of the food and let me decide if I want to eat there or not, but don't make your employees rely on the altruism of strangers to pay a reasonable hourly wage for a no-skill task.
