Sales to prohibited persons are already unlawful. Straw sales/purchases are already unlawful. Criminal misuse of firearms is already unlawful. If someone has been buying 20 guns a month for years do we have any way of telling if he actually still has all of them in his possession? Nope. But we should. Unless you have a mouse in your pocket, I don’t know who “we” is. But if you’re claiming DC doesn’t have adequate resources, why are they cutting numbers? And if you claim the feds lack adequate capacity, maybe they could detail a few of the armored and armed agents of the EPA raiding car repair shops lest somebody improve vehicle performance. There is no will to prosecute. As for going around and searching homes in violation of the Fourth and Fifth Amendments, among other things, I suspect a lot of people have all sorts of valuable and/or unlawful items that have never been recorded for transfer or estate tax purposes. Why stop with guns? And there is zero empirical evidence that gun collectors and gun owners generally engage in unlawful transfers.
