This contraption works miracles: https://www.amazon.com/Colossal-Remover-Pedicure-Surgical-Stainless/dp/B00VPVEVSK?ref_=ast_sto_dp The colossal foot rasp foot file
This is VERY effective. As in, don't go too crazy with it because if you read the reviews, it can take off more skin than you expect and your feet can end up being super sensitive until the skin grows back -- callouses do have a purpose, after all, we just want them to not be quite so thick. I have this and I only use it occasionally. I use this every day in the shower: https://www.amazon.com/gp/product/B06XCSB2SF/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&psc=1 That and putting a thick lotion on every night before bed, with socks over it, has nearly eliminated the cracks in my heels over the past couple of months, even with wearing sandals every day. I've used pumice stones for years and wasn't able to achieve that. And when I say "cracks", I mean dry, white ones that are primarily cosmetic -- not anything deep or bleeding or painful.
