Yes, they should have a major say in their own vacation.  Even if you pay because you're older and more financially established, it's still everyone's vacation.  If you plan to hold the purse strings over their heads and treat it like a manipulative command performance, be sure to let them know upfront, so they can decline using their limited vacation time on you.
