Having them scrub the nasty toilets ALL summer is something they would never forget. Banning them for several years won't really accomplish anything except make the entire family resent the cows on the HOA board.[/quote]

How would you enforce this? HOAs have little to no power to make people do stuff (except pay where it is in HOA documents) but it is much easier to exclude people from using community property.[/quote]

Who is enforcing and monitoring all this? Yes, actually, at a place like an HOA, enforcing everyday clean up for 12 weeks is tough.  This is an HOA not a set of parents. Not the HOAs job to teach a lesson.[/quote]
