If you are homeless and have no ID card or Birth Certificate, there are organizations who are paid millions by the DC gov and the Fed to help you get your ID. They will also help you sign up for Medicare and medicaid and social security as well. And as a black DC resident I just don't buy thousands of disenfranchised black DC residents not having ID.
