Same way they get to the market or to church or to any of the other places they go during their life.  
I am sure Stacey  Abrams' group has transportation available.  If they want to vote, they'll get to the polls.

Looks like you missed part of that quote.  It says

The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations,

So I’m sure you will have no problem when the Democratically controlled congress overrides GAs rules with universal mail in ballots.  It’s in the constitution after all...[/quote]
