Really?  Are you sure you want to advocate that?  So you're OK with the police arresting young black men for walking down the street smoking a joint, but not white men?  After all, they're both engaging in illegal activity, and the police have discretion to act or not.  How about a black man carrying a gun v a white man carrying a gun?

And you're fine with the police shooting a black man who resists arrest, but calmly talking down a white man who does the same thing?  After all, they have discretion, right?

I don't think you can get rid of police discretion. Robo-cop?  Automated cameras?  But even automation requires people to automate it.
