The new MoCo Executive Order, if it passes, will affect this tournament.  Gatherings of more than 25 will be prohibited starting on Nov 6, although youth sports can still have games as long as they adhere to the 25 person limit. [/quote]

I think 35 paticipants would be enough for at least 15/team and refs.

Older age groups typically have 18 players each, how will a max of 35 work? 
For a showcase, you need at least 50.  That would allow 40 for two teams and 10 scouts. Pretty slim scout turnout with only 10.
