In VA, if a county uses a machine to count, the ballots can be processed (but not tabulated) as they come in. If a county does not use a machine, but only counts by hand (smaller counties might not normally have many absentee ballots), then they have to wait until 3 pm on election day to start counting. This makes sense because you don't want either party to know whether they are down and thus able to round up more votes before the polls close. Human counting would necessarily give some people intel about who is leading. For machine counting, you don't know the count until after the polls close and you push the buttons for tabulating what has been scanned over the prior days/weeks. Other states do not allow for scanning until the day of election....so there will be delays. Some people want to capitalize on that delay and claim that it shows a bungled election. Actually, it shows the process as designed. [/quote]
