Grassley, Romney and Collins have already said that they would not vote for a SC Justice in 2020.  If Mark Kelly wins AZ (likely since he is up well over 10% in the polling and McSally was an appointee, not actually elected and is not very popular in AZ), then he will be seated on 11/4, since he is a special election replacement for Kyl).

So, right now, there are four senators (Grassley, Romney, Murkowski and Collins) that have said that they will not vote for a SC replacement before the election.  So, McConnell is going to have to convince one of them to change his mind.  The longer that takes, and the closer it gets to the election, the harder it will be to convince them.

If they make it to the election, then Grassley, Romney, Collins and Kelly will not vote in the lame duck session.  McConnell would have to get one of the three R's to then break their word and change their mind and vote in the lame duck session.

Either way, it's not a slam dunk for McConnell.  He'll be focused on making it happen, but it isn't going to be easy.[/quote]
