UMM no. Her dog walker confirmed he walked the same dog for her TWO YEARS AGO.

I would want to see the interaction before.  We don't hear him asking to put the dog back on the leash.  She asked him to stop recording her and he refused.  That is threatening and harassing her.  He was setting this situation up.[/quote]

Not at all.  He turned on his camera when she declined to leash her dog.  And filming anyone in a public space is neither threatening nor harassing on it’s own.  He sounded very calm and polite on the tape.[/quote]
