PP clearly said nothing of the sort. It's very clear that Courtney's been abused throughout her life. Nothing that happened to her is Chrissy's fault. However, what is Chrissy's fault is bullying a deeply damaged young woman.

Is Courtney attention-seeking? Yes. Is Chrissy a bully? Yes. The two things can be true at the same time. The people charged with protecting Courtney failed her. That doesn't excuse Chrissy's behavior.
