Kemp starting with least essential businesses where employees are predominantly working class and people of color. He is not opening white collar (and people) businesses.  He doesn't want to raise taxes to pay unemployment so he is forcing those who are less able to go back to businesses most likely to end up as vectors for transmission.[/quote]
