How do you know they were illegal? Why didn't you take them to small claims court? Are you sure they did not have insurance because they were immigrants and not because they have to pay up a lot more than I do?
I bet they have to pay a lot and that's the reason they don't have insurance or they have it expired. I'm and immigrant and have been illegal 2 times (always had my license). My status did not determine whether I had insurance or not,  but the amount I was asked to pay, did. I went from paying $1500 for 6 months for an old car to $465 right now for a brand new car.
Never had an accident and always had a good score. 
They probably pay more than $1500 for 6 months and think it's normal. [/quote]
