Some are senior citizens, and they live all over DC. Some are students and are clustered around GW, Georgetown, and AU.

I looked at ACS data for S1702: POVERTY STATUS IN THE PAST 12 MONTHS OF FAMILIES in DC, and it looks like there's a 1.9% poverty rate for white families in DC.

I'd guess that the white lower-income children are also more likely to have a parent who is temporarily poor (like in grad school) and to have another parent or other relatives living outside of the household who can provide financial support.[/quote]
