OP you need to try different stores, ordering online, trying juniors clothes, etc. 
I had the hardest time when ds (who is big and tall - always over 99% percentile) was 
 a tween and too big for the regular sizes and way too thin for husky sizes. His body shape just did not fit the way that clothes were cut. 
He is now 14 and I buy men's large for him. He is very thin and a bit taller than I am. He can fit his men's medium t-shirts still, but I just go ahead and buy large because they fit fine and he is growing so fast.  He will most likely be taller than dh who used to be 6'1

The in between sizes (between kids and adults) are really, really hard, and it is hard to find things that fit correctly because their bodies are too big for kid stuff but adult stuff is cut wrong for them.

When I found something that worked, I bought multiples and built the wardrobe around those.
