[/quote] Agencies that are outside the scope of the Executive branch and therefore do not have a Cabinet member. Some, but not all, have their own budgets generated by fees and therefore are not subject to the Congressional appropriations process. Has a very real degree of independence on its day-to-day functioning from the three branches of government, but still faces a degree of oversight.
