No it's not - I'm sure OP put down a deposit on the adoption fee, and the foster was returning that money since the kitten was being adopted to someone else. It sounds very normal. I work in animal welfare.[/quote]

Yes. The foster mom acted like that was the norm. She said it covered shots, microchip, and spay. That seemed reasonable since our neighborhood vet wanted over $300 just for the spay. [/quote]
