That is - if it’s off leash, but the owner can control the dog and keep it under its command, it may be legal. Either way, if you don’t like it, here’s what I’d do. Go to the neighbors house later. Knock on their door. Tell them nicely that you understand that their position is that their dog isn’t bothering anyone, but, it concerns you to have an unleashed dog running out of control in the neighborhood, and ask them if they could please keep their dog under their control in the future.
