These day and age it should be modified that watching means actually watching and not using devices so if someone is not watching a kid they should be not allowed at the pool. It is like with the car driving and being on the phone, you can not text and drive or use hand held devices, so says the law, so by the same taken pools should require a parent to actively monitor a child and not half assed.
