[/quote] Teacher here. The decline started in part because school systems were told that they could not read the reading test on standardized assessments to ESOL and SN students. MD was one of the only states to allow that “accommodation” and when it stopped their test scores were a better indicator of their reading skills. It sheltered the school systems from years of bad national test scores.[/quote]
