ATS was an experiment in the opposite direction in the 70's -- a "traditional" school model during the open-classroom era that created things like HB Woodlawn aka Hippie High. Immersion was created in the 80's when student enrollment declined so much that they otherwise would have closed down some schools -- they could be made into choice programs because there was space, money, and demand for the option.
