But many, many businesses do not and then pressure their employees to not complain. It's an inherently unequal power dynamic. Furthermore, it's extremely difficult to ensure compliance unless you get a critical mass of current/former tipped employees complaining to the District. It puts all the pressure for getting paid properly on workers - wtf? Just give them all a living wage.[/quote]
