McKinley desperately needs overcrowding relief, but Nottingham is already over capacity and Tuckahoe doesn't have enough capacity in their trailers to absorb it all. Jamestown is going to have to take some of Discovery so Discovery can take some of Nottingham and so on until the excess McKinley is absorbed.
