It just means to use a preference to replace some of the non-at-risk kids with at-risk kids. If some people who are not at-risk have to go elsewhere or stay in daycare, that is a worthwhile tradeoff. I just cannot support how everyone's tax money is going to pay for people wealthier than I am to a better school than my child gets, for free. But that is what is happening in upper NW.[/quote]
