[/quote] I think it's good for people to operate on the assumption that stopped school bus = do not pass IN ALL CASES. (Capital letters for emphasis, not yelling.) As it is, plenty of people will pass stopped school buses that have their red lights on and stop signs out. Let's not add nuance.[/quote]
