Entire departments were in receivership. DC was essentially a dysfunctional, failed city. Thank God for the Feds and Tony Williams.[/quote] Barry hired Tony as CFO before the control board got involved. It’s because of Barry that Tony was in the position in the first place to take the reins once someone had to.[/quote]
