The charter school movement has made things worse, by pulling more invested families from the system. And they expel students at staggering rates.[/quote] Charter Board website lists 0.3% expulsion rate for charters. Is that "staggering"? Serious question -- as the % seems low to me but I don't have a comparison. OSSE reported 99 expulsions in all of DC (charter and non-charter) for 2015-16. Where do they go?[/quote] Charter school enrollment was 38,905 in 2015. Those 99 expulsions round off to 0.3%. So it looks like DCPS does not expel kids.
